The Responsible Person must be the owner or legal partner unless another individual is assigned through a Power of Attorney.

 Emirati citizens are not required to submit passport details. 

Keep spelling and organisational relationships consistent across the profile and supporting records.

Contact Person Documents: Who Talks to FANR on Your Behalf

The Contact Person is the authorised liaison who understands the application and can provide authoritative information to FANR.

FANR does not publish a separate Contact Person document bundle comparable to the Responsible Person passport-and-visa requirement. 

What matters is real authorisation and familiarity with the file. 

The regulated-materials guide says the Contact Person is frequently the RPO or another qualified expert, but the roles are not automatically identical in every facility.

Power of Attorney: When You'll Need One

A Power of Attorney is needed when the Responsible Person is not the owner or legal partner under FANR’s registration rule.

Do I need a lawyer to prepare my FANR documents?

No general FANR rule in the public registration or regulated-materials guides requires a lawyer to prepare the account or licence documents.

A clinic can prepare the file internally or use a regulatory consultant. What matters is valid authority.

 A Power of Attorney is relevant when the Responsible Person is not the owner or legal partner; the key issue is correct delegation, not whether a lawyer assembled the upload package.

Can I submit my FANR application without a Radiation Protection Officer?

You can create the user account first, but you should not treat the Radiation Protection Officer as optional for the licensing workflow.

After registration, FANR directs users to add the RPO and supporting records, including identity documents, designation, experience and radiation-safety training evidence or the allowed training commitment.

What file formats does FANR's e-Licensing portal accept?

For the account-registration uploads covered by FANR’s e-Licensing registration guide, the accepted formats are JPG, PNG and PDF.

For later e-services, follow the upload instructions shown in the current transaction rather than assuming every FANR form accepts the same formats.

Can a supplier submit documents on behalf of a clinic?

An authorised consultant or supplier can support the file and liaise with FANR as the Contact Person when properly authorised, but the healthcare organisation remains the applicant and retains its regulatory responsibilities.

FANR defines the Contact Person as someone authorised by the Responsible Person to liaise with the Authority. A contracted supplier carrying out regulated import, export or transport activities may also need the appropriate FANR licence. 

Delegating document handling does not transfer the clinic’s accountability or remove the supplier’s own obligations.
